Summary

Requires power plants to give 180 notice before closing coal-powered electrical generation facilities; requires the Office of Energy Development to study and evaluate the takeover and continuation of Rocky Mountain Power’s coal power plant after it is scheduled to close; places additional restrictions in the state energy plan on renewable energy; and authorizes the Attorney General to take action to defend the state’s interests with respect to electricity generation by a qualified utility facing a proposed federal regulation that would result in the early retirement of an electrical generation facility.
